食品生产质量安全体检式服务规范
1 范围
本文件规定了食品生产质量安全体检式服务的基本原则和总体要求、第三方机构的基本条件、体检
项目和内容、服务要求、结果应用、投诉处理与服务改进、文件管理。
本文件适用于食品生产企业、地方政府、社会团体、委托加工方委托第三方机构实施的对食品生产
企业的质量安全体检式服务活动。食品生产企业的自查可 以参照执行。
2 规范性引用文件
下列文件中的内容通过文中的规范性引用而构成本文件必不可少的条款。 其中, 注日期的引用文件,
仅该日期对应的版本适用于本文件;不注日期的引用文件,其最新版本(包括所有的修改单)适用于本文件。

3 术语和定义
GB 7718、GB 14881 、GB/T 190 01和GB/T 22000 中界定的以及下列术语和定义适用于本文件。
3.1
第三方机构 third -party agency
独立于委托单位、食品生产企业之外,根据有关法律法规、标准和购买合同,利用专业技术人员等
技术条件和专业技能,提供公平、公正的食品生产质量安全技术服务的专业技术组织或社会团体。
3.2
体检 physical examination
第三方机构以风险预警、风险防控为导向,对食品生产企业按照法律法规等要求实施的保障食品质
量、食品安全和管理体系情况开展的系统性查验活动。
3.3
体检式服务 physical examination service
第三方机构按照约定对食品生产企业开展体检工作,以满足客户需求的服务活动。
3.4
体检人员 physical examination personnel
参与第三方机构对食品生产企业体检式服务的查验人员。
4 基本原则和总体要求
4.1 体检式服务应遵守法律法规,遵循科学、自愿的原则,确保客观、独立、公平、公正。

2 4.2 体检式服务各方应本着诚实守信的原则,真实、及时、高效履行各自的职责与义务。
4.3 体检人员应严格遵守工作纪律和廉政制 度,不应泄露企业商业秘密。
4.4 第三方机构应按照约定对企业开展体检式服务,认真了解食品生产企业运行的真实情况,发现需
要改进的问题, 提出有效的
